Following issues were resolved:
- RIBBON and RIBBONCLOSE commands were added for compatibility with AutoCAD
- Conversion to/from DGN format improved
- TIME command fixed
- Fixed NODE point snap for PDMODE!=0
- UNDO of layer freeze now reveals the layer properly
- Warning about different annotation scale and plot scale should be shown only for model space; it may be totally disabled with EXPERT=5 also
- Several crashes / lockups fixed, issues tracing improved
